The Center for Learning on Evaluation and Results for Pakistan & Central Asia (CLEAR PCA), hosted at CERP, works with governments, multilateral and bilateral donors, NGOs/INGOs, VOPEs, academia, and civil service institutions to strengthen monitoring and evaluation (M&E) systems. As an implementing partner of the Global Evaluation Initiative (GEI), we offer technical assistance and capacity development to embed M&E into existing structures.
In many contexts, M&E is not systematically integrated across the policy or program cycle, from planning to implementation, and evaluations are often treated as end-stage exercises rather than tools for continuous learning and improvement.
Our belief is that when M&E is embedded from the start, it enables better tracking of progress, faster adjustments for better outcomes, and improved accountability.
CLEAR PCA helps partners address these gaps by conducting system diagnostics, facilitating workshops and M&E or thematic dialogues, and promoting the use of evaluation findings as evidence for decision-making. As part of the global network of CLEAR centers, we bridge global expertise with local insight and integrate cross-cutting priorities such as climate and gender to co-create tailored approaches that foster evidence-informed policymaking, enhance the effectiveness of public spending, and deliver measurable impact for sustainable and inclusive development.

At CLEAR-PCA, we believe M&E systems are most effective when shaped by the lived realities of communities. In line with the Global Evaluation Initiative (GEI), we integrate cross-cutting themes—gender, climate, and youth—into our work to make systems more inclusive and grounded. Since gender and climate sensitivity is often limited and rarely built into policy design, we deliver dedicated capacity-building initiatives to raise consciousness and strengthen practice. Through this, we support more inclusive and sustainable evidence systems and engage youth as active contributors, helping nurture the next generation of evaluators in Pakistan and Central Asia.
