Diagnostics are the entry point for long-term system strengthening. CLEAR PCA uses the MESA to assess existing M&E systems, identify strengths and gaps, and co-develop a roadmap for institutional reforms. This diagnostic process leads to a capacity strengthening plan tailored to country contexts.

Strengthening M&E systems for smarter governance

Technical Advisory

CLEAR PCA provides tailored technical support to governments and institutions seeking to institutionalize monitoring and evaluation (M&E) practices. Our role goes beyond capacity building to include direct contributions to policy and system design. In Uzbekistan, for example, we co-developed the draft M&E Decree and contributed to the Strategic Planning Decree with the Agency for Strategic Reforms under the president of the Republic of Uzbekistan.

Our technical support also covers the development of frameworks and indicators, mentoring civil servants in the effective use of data, and co-designing evaluations to ensure relevance and uptake. Through this work, we help embed evidence use within governance structures and create the foundations for sustainable M&E systems that improve accountability, decision-making, and development outcomes.

Strengthening skills for impact

Capacity Building

In many of the countries where we work, M&E is still at a nascent stage and institutions often lack the internal capacity to design, implement, and use evaluation systems effectively. This limits the ability of governments to generate evidence and apply it in shaping policies and programs.

CLEAR PCA responds to this gap by supporting governments and institutions to strengthen their own capacities, with the aim of building lasting institutional capability. We bring together regional and global expertise with carefully designed curricula that are centered on strengthening M&E skills and evidence use, tailored to local needs. Each program is adapted to the specific context of our partners, combining technical instruction with applied methodologies such as case-based simulations, experiential learning, and peer-to-peer exchanges, with the intention of enabling participants to apply their learning in ways that make their work more effective.

In Pakistan, we work with institutions such as the Civil Services Academy, Balochistan Civil Services Academy, the Training Management and Research Wing Sindh, the Planning Commission of Pakistan, and the National School of Public Policy. 

In Uzbekistan, we have convened high-level policy workshops and thematic dialogues with government officials, civil servants, and development partners to build a shared understanding of M&E concepts and practices.

CLEAR PCA produces and shares resources across different platforms to both highlight the work of our partners and provide learning for a wider audience. These resources include diagnostic reports, frameworks, guidelines, and context-specific analysis developed through our engagements.

We capture insights through interviews, testimonials, and case-based analysis that help us refine our programs and make learning widely accessible. These knowledge products—ranging from reports, case studies, and M&E toolkits to blogs, articles, and webinars—are designed to share contextual insights and lived experiences. We also facilitate regional and global exchanges through conferences and workshops, extending the reach of our work beyond immediate partners to the wider evaluation and policy community.

Through these initiatives, CLEAR PCA ensures that knowledge generated from our work with partners is not only documented but, where possible, shared more broadly to contribute to stronger M&E practice and evidence-informed decision-making across the region.
