Institutionalising M&E in Pakistan

Monitoring and evaluation (M&E) in Pakistan has gained increased attention in recent years. While political transitions and shifting priorities have slowed the pace of uptake, important steps have been taken at both the national and provincial levels to strengthen systems and build capacity, creating opportunities for more systematic use of evidence in policymaking.

CLEAR PCA has been consistently engaged in Pakistan over the past several years, navigating political shifts by maintaining long-term partnerships and working with champions across government and civil service institutions. Our approach has been to provide technical support, build capacity, and create repeated touchpoints that gradually strengthen the foundations for institutionalizing M&E.
