The initiative for strengthening monitoring and evaluation (M&E) in Uzbekistan emerged through the leadership of the Agency for Strategic Reforms (ASR) under the President’s Office and the International Fund for Agricultural Development (IFAD). Both institutions identified the need to institutionalize M&E as part of the country’s reform agenda, creating a demand-driven engagement with CLEAR PCA to support national capacity and system development.
CLEAR PCA’s first mission to Tashkent focused on a Monitoring and Evaluation Systems Analysis (MESA) with ASR. The diagnostic mapped existing practices, identified institutional strengths and gaps, and outlined priority areas for reform. We also convened multi-stakeholder workshops, drawing on international experiences (e.g., South Africa, Mexico, Pakistan) to build a shared understanding of M&E across the policy cycle.
Building on the diagnostic, the second mission moved into policy design and system development. CLEAR PCA co-developed the draft M&E Decree with ASR and contributed inputs to the Strategic Planning Decree. National dialogues with policymakers, academics, and development partners helped validate findings and build ownership.
CLEAR PCA’s work was showcased at the National Evaluation Conference (NEC) 2024, China, where Uzbekistan’s reform experience featured in regional discussions on institutionalizing M&E across Central Asia.
CLEAR PCA remains committed to supporting this momentum through technical expertise, facilitation of policy dialogues, and long-term partnerships that strengthen accountability and the effective use of public resources.
